PURPOSE: To permit the construction work of a temporary levee to be performed in a short time by lessening man power required for the construction work and also eliminating dangerousness of the construction work by using a bag packed with a gelled water-absorptive resin.
CONSTITUTION: In changing water into a water-impervious sheet bag 2 filled with a water-absorptive resin grain 5 with bridged structure, a water charging port 6 provided in the side of the bag 2 is opened and water is charged into the bag 2, where the resin grain 5 is swelled into a gel form by absorption of water and the bag 2 is expanded into a cylindrical form. The bags 2 are continuously stacked up in the longitudinal direction to form a temporary levee. The temporary levee has good setting stability because the gelled water-swelled resin in the bag 2 has little fluidity, and can also have corresponding resistance to water pressure by its own weight load.
