Prestresses are applied to bearing rubber 33 of a rubber bearing 3 arranged between a lower part of a footing 1 being a foundation of the upper structure and a head part of a foundation pile 2 being the lower structure by a prestress applying means 4 having a plurality of PC stranded wires 41 having one end side 41a embedded in the head part of the foundation pile 2, having the other end side 41b fixed to an upper part or an intermediate part of the footing 1, and to which prescribed tensional force is applied in advance, and tensile force is prevented from acting on the bearing rubber 33.
