This invention has a fixed module 19 of an organic insulator having a conductive part 23 connecting an electric wire, a conductive part storage part 24 storing the conductive part 23 and a positioning recessed part 25 in an outer peripheral part, a terminal block body 13 of a substantially box-shaped inorganic insulator having an opening part having an opening one surface, having a positioning projection part 20 for guiding by abutting on the positioning recessed part 25 of the fixed module 19 and storing the fixed module 19, and a terminal block cover 14 of an inorganic insulator covering the periphery of the fixed module 19 by abutting on the opening part of the terminal block body 13. By covering the contour of the fixed module 19 with the terminal block body 13 and the terminal block cover 14 molded by the inorganic insulator, a terminal block 12 superior in fire resistance can be provided, and the conductive part 23 can be accurately stored in the conductive part storage part 24.
