To efficiently perform the network simultaneous interruption and simultaneous opening of a terminal in a network on the basis of a security level in the network in security measures when detecting an illegal packet or virus by putting emphasis on how to detect and how to interrupt illegal packet or virus existing in the network in order to maintain the security level in the network in a conventional manner.
When an illegal packet or virus is detected and not detected in a terminal, danger notification and safety notification are transmitted from the terminal to a management server, and those notification information is managed on the management server. Thus, obtaining a security level in the network is enabled, and network simultaneous interruption and simultaneous opening of the terminal in the network are implemented based on the security level in the network.
