To realize a terminal function substituting apparatus capable of easily arranging a part of terminal functions at a network side and providing an appropriate function substitution service for a terminal.
The terminal function substituting apparatus comprises a communication part 31 for communicating with a mobile terminal 1, a communication part 32 for alternately transferring communication data that are exchanged with the terminal, with the communication part 31, a network security part 34 (function substituting means) for substituting a network security function that is performed in the mobile terminal 1, and a setting part 35 for setting the network security part 34 in response to a request from the mobile terminal 1.
