PURPOSE: To perform simple mounting by embedding a plurality of stays for mounting n a short columnar pad made of a soft or semi-soft integral skin urethane foam, and fitting the projecting end of each stay into the end of each guard pipe.

CONSTITUTION: A pad 11 is structured so that a foamed body 12 deforms when receiving an impact and exerts a high shock abrorbing performance. A skin layer 13 is made of a non-foaming or low foaming substance, has a high strength, and protects the foamed body 12 from rainwater, etc. To install this protection tool 10 on each guard pipe of a road, etc., a stay 21 for mounting is fitted in the pipe end and secured by a bolt and nut through a fixing hole 23. Even if the spacing of such stays 21 is dislocated to a certain degree from the spacing of the guard pipes, it is adjusted through elastic deformation of the pad 11. Thus the protection tool exerts an excellent shock absorbing performance, present an enhanced durability, and can be installed easily.
