PURPOSE: To test a base controller with a small scale and inexpensive installation.

CONSTITUTION: A test equipment 8 is operated based on a test program and gives a command of a base control signal to a base controller 1. The base controller 1 sends a base control signal to a pseudo base device 9 according to a command. A receiver 2 of the pseudo base device 9 receives a base control signal from the base controller 1 and outputs the signal to a decoder 4. The decoder receives the base control signal from the receiver 2 and analyzes it and outputs the result of analysis to a JKL section 7. Then lamp display is implemented by the JKL section 7 based on the result of analysis of the decoder 4. When the operator operates a key according to the lamp display, the JKL section 7 outputs relevant key information to the coder 5. Upon the receipt of the key information from the JKL section 7, the coder 5 encodes the information and outputs the result to a driver 3. The driver 3 sends the coded key information to the base controller 1 and a test equipment 8 receives the key information through the base controller 1.
