To provide a system capable of finding rapidly a present position of a thieved vehicle.

This thief preventing system for vehicle controlled concentratedly by a control terminal comprises a GPS so as to measure a running position of the thieved vehicle, a vehicular terminal loaded on the thieved vehicle, the control terminal mounted in an information control center and a communicating means so as to exchange information among the terminals for connecting the terminals via communication lines to monitor a state of the vehicle such as a running route and a concealing place of the thieved vehicle. Both packet communications and satellite communications are used for communicating between the thieved vehicle and the information control center. The packet communications and the satellite communications are structured such that they are automatically switched to each other. Non-emergent communications are structured such that the packet communications are prioritized. Communications between the thieved vehicle and the information control center are done by the satellite communications in an area where the packet communications are impossible and by the packet communications in an area where the packet communications are possible. Information obtained by the packet communications and the satellite communications is made into data for distributing to the parties concerned via value added networks and dedicated lines.
