To provide a high-thermal barrier and high-thermal insulation cemented excelsior board which solves the problem that the cemented excelsior used as a base material of a roof, a wall or the like mainly for fire prevention has low thermal barrier and thermal insulation performance and that concurrent use of a thermal barrier material and a thermal insulation material are required when the cemented excelsior board is needed.

A raw material 1 with high reflectivity with respect to radiation heat such as aluminum foil is attached to either one or both surfaces of the thermal barrier and thermal insulation cemented excelsior board 2. Since most of the radiation heat resulting from the outer surface of the raw material 1 with high reflectivity with respect to radiation heat such as the aluminum foil is reflected on the entry surface side, the amount of heat passing through the cemented excelsior board 2 becomes very small. Then the air space inside the boards 1, 2 produces a thermal insulation effect.
