A thermal isolation member 9 is provided between an EGR passage 3 and a harness 8 for fuel injection valve to be a protective object, to cover the EGR passage 3. A pipe 10 to be a part of a negative pressure passage from a negative pressure source (a throttle chamber 4) to a negative pressure actuator for valve opening operation of an EGR control valve 2 is formed integrally in the plate form main body of the thermal isolation member 9 by a brazing or the like, and the system is composed that the negative passage is not accomplished, and the EGR control valve 2 is not operated to open the valve, when the thermal isolation member 9 is not installed.
