A thermal power generation facility includes: a plurality of supply devices for supplying a plurality of types coals; a charge control device for controlling a charge condition of an electric dust collection device; a spark frequency detection device for detecting the spark frequency of the electric dust collection device; a soot densitometer provided at downstream of the exhaust gas passage of the electric dust collection device; and a power generation detector for detecting the power generation amount in the power generation facility. The thermal power generation facility further includes an operation control unit which controls a coal supply amount based on an input signal of a spark frequency signal, a soot concentration signal and a power generation signal, and adjusts the voltage and current to be applied to the electric dust collection device with the charge control device and switches a charging method.
