After dispersing the high water-absorptive resin 3 on the surface of the sheet type supporting body 2, a water-soluble fiber 4 whose underwater dissolution temperature is 35-90°C and which shows adhesivity when brought into contact with water is dispersed thereon and integration with the above sheet type supporting body 2 is performed by spraying an aqueous solution containing a binder resin 5 thereto.
