PURPOSE: To enable the threading operation at one place with one worker, by lowering a metering and oiling apparatus to the floor of a yarn-treating roller and winder and carrying out the threading operation.

CONSTITUTION: A metering and oiling apparatus 10 is attached to the front end of a piston rod 12 of a hydraulic cylinder 11. In the threading operation, the piston rod 12 is lowered under a suction apparatus 3 of the lower floor 9. The worker B on the lower floor 9 takes the yarn Y from the yarn suction apparatus 3 with a suction gun, threads the yarn on the metering and oiling apparatus 10, operates the cylinder 11 and lifts the oiling apparatus to the oiling position of the upper floor 7.
