A three-dimensional base isolation device 12 is provided with a first member 18, a second member 20, a first friction force generating means 22, a spring means 24, and a second friction force generating means 26. The spring means 24 is arranged between the upper end surface of a circular cylinder part 1804 of the first member 18 and the undersurface of a disc part 2002 of the second member 20. The first friction force generating means 22 is made up of a first slidably contacting member installed to an upper structure 16 and a second slidably contacting member 2204 installed to the disc part 2002. The second friction force generating means 26 is made up of a third slidably contacting member installed to the outer peripheral surface of the circular cylinder part 1804 of the first member 18 and a fourth slidably contacting member installed to the inner peripheral surface of a cylinder part 2004 of the second member 20.
