PURPOSE: To acquire actual environment information at the time of image pickup in the form close to reality as much as possible, and in addition, to operate the video information of a right and a left channels and the environment information by multiplexing them efficiently.

CONSTITUTION: Image pickup signals from solid state image pickup devices 102, 202 for image-picking up a stereoscopic video image are inputted to signal processing parts 103, 203, and are processed so as to be converted into a first and a second video signals. An environment data generating part 401 acquires the environment information of the circumference of an image pick up site, and this environment information is multiplexed to a part of the second video signal by an adder through a time adjusting part 402. An output video signal from the adder 205 and the first video signal are time-compressed respectively by a double speed converting and synthesizing part 300, and afterwards, they are time-multiplexed and outputted as a synthetic video signal.
