A valve opening wire end inserting hole for cutting out and forming a wire inserting groove, and a valve closing wire end inserting hole for cutting out and forming the wire inserting groove, are bored in a surface side drum. In a reverse side drum, a valve opening wire locking hole facing the valve opening wire end inserting hole is bored, and a flat part facing the valve closing wire end inserting hole is formed. A throttle drum D1 used for the one-wire system is formed by joining the surface side drum and the reverse side drum. The valve opening wire end inserting hole is arranged so as to face the the valve opening wire end locking hole. The valve closing wire end inserting hole is arranged so as to face the flat part. This throttle drum D1 is fixed to an end part of a throttle valve shaft.
