Abnormality generated in control of the throttle valve 2 is detected, to inhibit driving the motor 5 at abnormality time, to also open the throttle valve 2 by the throttle opener 8 by a predetermined amount by opening the control valve 22, and traveling can be performed even at the time of abnormality.
