A nozzle passage 98 is formed between a primary side port 38 and a nozzle back pressure chamber 78. A throttling mechanism 106 made up from a plurality of orifice plates 104a-104d is disposed in the nozzle passage 98. Small-diameter opening holes 102, which are smaller in diameter than those of the nozzle passage 98, are provided in the orifice plates 104a-104d. Outer edge portions of the orifice plates are retained in a second body part 34 via sealing members 108. Furthermore, the orifice plates 104a-104d are separated mutually from each other by a predetermined distance, along the direction of extension of the nozzle passage 98.
