A ticket issuing method includes: a reading step for reading out application contents recorded on an application sheet as read information; a first printing step for printing predetermined printing information, which is to be printed with the read information on all betting tickets in common, with the read information on a betting ticket in a temporary state when reading out the application sheet; a communication step for receiving host printing information and ticket issuing information transmitted from a host computer 151 concerning the betting ticket to be issued to a user at last, from the host computer 151; a determination step for determining whether the printing information and the host printing information agree with each other by collation; a second printing step for, when the printing information and the host printing information agree with each other, printing the read information, the printing information and the ticket issuing information on the betting ticket; and a ticket issuing step for issuing the betting ticket on which the read information, the printing information and the ticket issuing information are printed in the second printing step.
