To press a tie horizontally without too highly raising an operating part by mounting a balance rod forming a pressing part at both ends thereof in a shape of a balance with a rotating shaft of a bearing part as fulcrum starting from the rotating shaft of the bearing part of a tie bar body.

The body A of a tie bar is made up of a plate-shaped body forming a deflected parts 2 deflected roughly in a shape of U and one hand of the deflected part 2 is made to be a tie bar 1. The other hand of the deflected part 2 is extended to make an extended part 3 and the tip thereof is bent to form a bearing part 4. A balance rod B is mounted on the bearing part 4 with a pin C as axis to act as leverage. The balance rod B is freely rotatably mounted on the body A of the tie bar and the rear of the body A of the tie bar is pressed by the balance rod B. The balance rod B is a thin plate body thinner than the width of the plate-shaped body and has a bearing part 5 formed to be fitted into the bearing part 4 of the body A of the tie bar at the central part thereof. The balance rod B is made up of a rod part 6 extended in a sector shape from the bearing part 5 and a pressed part 7 with the tip of the rod part 6 bent outward.
