PURPOSE: To keep the uniform pressure applied to a wiring so as to make the wiring being in close contact with the inside surface of a cylinder by applying fluid pressure upon a hose wound on outer surface of the cylinder thereby pressing an adjacent cover plate externally in radial direction to tighten the wiring wound inside of the cylinder in radial direction.

CONSTITUTION: A conpresser 14 is actuated to supply air pressure to a hose 11 thereby expanding the hose 11 and a cover plate is pressed externally in radial direction and the cover plate 19 presses the wiring 7 against inside surface of a cylinder 8. On the wiring 7 and inside surface of the cylinder 8, insulating substances coated with adhesive are wound so that this adhesive flows out by heating and hardens by heating. Namely, to select the heating temperature and the air pressure for the hose 11 according to the properties of the adhesive properly enables to obtain the tightening force suitable for the properties of the adhesive and required by the device.
