To provide a tilt adjusting steering device which can be operated safely even when a steering wheel is tilted at a large angle beyond a tilt adjusting range during operation.

When the wheel is sprung up at a large angle, gear shifting is locked at a parking range (P) to inhibit the travelling of a vehicle as a fail safe mechanism and prevent the spring-up of the wheel during travelling.
