PURPOSE: To quickly and accurately decide even and reliable time control charge by calculating the individual time included in each time band as long as it is judged that the control time covers plural time bands.

CONSTITUTION: When a customer PX leaves, the control time (Tio=To-Ti) is calculated. Then, a judging means judges whether the time Tio covers plural time bands or not. In this example, the time Tio covers three time bands Tse1-Tse3. Thus, an individual time calculating means calculates each individual time TioN included in each of time bands Tse1-Tse3. That is, each time TioN is shown as TioN1=Te1-Ti, TioN2=Te2-Ts2 and TioN3=To-Ts3 respectively. That is, each individual control charge AioN is shown as AioN1=TioN1×A 1, AioN2=TioN2×A2 and AioN3=TioN3×A3 respectively. A total time control charge calculating means adds together the charges AioN to acquire the total time control charge.
