PURPOSE: To exclude such processing as the generation of all pieces of time information from external processing, to reduce a stationary load, and to improve the program processing of an external monitor and control equipment by generating all pieces of time information that the program system of the external monitor and control equipment requires.

CONSTITUTION: A time piece device 1 latches pieces of information on seconds, minutes, hours. etc., in a primary time information latch part 5 through an original oscillation part 3 and a frequency dividing circuit 4. The initial value of a counter is set by a microprocessor 8. The processor 8 is interrupted to report variation in time information and its firmware is actuated. Then, the processor 8 causes an interruption through an interface 6 to report establishment information to the program system of the external monitor and control equipment 2. The program system of the external monitor and control equipment 2 controls the execution of a specific internal program on the basis of the inputted establishment information. Consequently, real-time control processing that an object system side is forced to perform is minimized.
