To provide a tire manufacturing method for uniformly vulcanizing a green tire without lowering the rigidity of a rubber member and the rubber physical properties of a tire after vulcanization, and a tire manufacturing apparatus.

A plurality of rubber members W are supplied to a drum 33 and respectively wound around the drum 33 at predetermined positions in the width direction and diametric direction of the tire to mold the green tire which is, in turn, vulcanized to manufacture the tire. In this tire manufacturing method, a cooling device 20 which cools the predetermined temperatures on the basis of the winding positions of the drum 33 so that the quantities of heat received by rubber members W at the respective winding positions become values within a tolerance range until the completion of the vulcanization of the green tire before the supply of the green tire to the drum 33.
