A tire non-slip tool 1 is formed in a net shape with a rubber material mixed with a short fiber 2, and integrally formed with a center grounding portion 3, a rope hooking tool locking portion 4 on right and left ends, and connecting portion 5 on front and back ends by means of injection molding. In this case, a partial core member 8 is buried in rubber, namely rod body 1A of the locking portion 4 and/or a side section A of the connecting portion 5. The partial core member 8 is continuously buried across the locking portion 4 and side section 5A of the front and back ends. The tire non-slip tool 1 is formed in one piece by means of injection molding, and in this case, the short fiber 2 is orientated in a rubber flow direction at the time of injection molding along a longitudinal direction of the rod body 1A.
