To provide a tire rubber composition that can achieve overall improvement in the performances of wear resistance and steering stability during high speed travel, and provide a tire.SOLUTION: A tire rubber composition comprises: a rubber component comprising butadiene rubber and styrene-butadiene rubber; a filler comprising silica; and a plasticizer comprising resin, with an acetone extraction amount of less than 21 mass%, and the silica content>the styrene-butadiene rubber content>the butadiene rubber content.SELECTED DRAWING: None
