To provide a titanium substrate and a fuel cell separator using the substrate, which can provide an effect that a low contact resistance can be maintained for a long time when used in the fuel cell separator, and which can provide this effect accurately, for example, even in different production lots.
A titanium substrate 2 for the fuel cell separator is made from titanium and titanium alloy and is used to fabricate a fuel cell separator 1. A precious metal alloy layer 3 made from an alloy, which contains in at least one kind of precious metal element selected from Au and Pt, at least one kind of non-precious metal element (5 to 65 atom%) selected from Nb, Ta, Zr, Ti, and Hf, is formed on the surface of the substrate and then heat-treated at a temperature of 300 to 800C. On the surface, the concentration of carbon which has a binding energy in a range of 280 to 284 eV measured by X-ray photoelectron spectroscopy analysis is 30 atom% or below.
