PURPOSE: To surely and continuously detect the attack of a jellyfish and quantity thereof, and to effectively prevent taking-in to an intake by a method wherein a water surface region in the periphery of the intake is captured continuously as a visual picture, a jellyfish component is extracted through picture processing, the quantity of the jellyfish is measured from the processed picture, and an alarm signal is output. CONSTITUTION: A picture is processed by a picture-processing measuring device 7 to a picture signal transmitted by monitor photographing by a TV camera 5. The picture component of a jellyfish floating in water is extracted by a picture processing means or a picture- processing function section, and the quantity of the jellyfish is measured by a measuring means or the picture-processing function section from the picture. Measured data output from the picture-processing measuring device 7 are taken in and analyzed by a jellyfish-attack decision device 8, and an alarm signal is output to at least an alarm device 11 at the time of the quantity of the jellyfish generated larger than a fixed quantity in a monitor area. A raw picture by the TV camera 5, a processed picture by the picture-processing measuring device 7, the quantity of the jellyfish, etc., are displayed on a picture plane by a picture display unit 9. The displayed pictures are recorded by a picture recording device 10 consisting of a time-lapse video, etc.
