PURPOSE: To stabilize and improve a reproducing image by reducing image deterioration with a small scale circuit and by performing simple signal processing when time base fluctuation correction is not accurately performed due to the omission of a horizontal synchronizing signal or burst signal.
CONSTITUTION: Time base fluctuation in a reproducing video signal can be eliminated and the reproducing video signal without fluctuation can be obtained by performing the A/D conversion of the reproducing video signal based on a write block following the time base fluctuation in the reproducing video signal, writing it on a prescribed address area, reading it based on a read clock whose frequency is stabilized, and performing D/A conversion. Therefore, a drop-out detection circuit 28, a synchronizing signal correction circuit 30, a first detection circuit 100, and an OR circuit 80 are added newly on a video signal processor, and also, a synchronizing signal generation circuit 72 instead of a reference clock generation circuit, a read clock generation circuit 70, and an adder circuit 22 are provided. In such a way, multiplexed vertical synchronizing signal and horizontal synchronizing signal can be outputted separately.
