PURPOSE: To prevent a communication path where a random event communication is made at a high frequency from being overloaded.

CONSTITUTION: A 1st processor 1 determines a transmission wait permissible time from the generation of a request to send a communication text to its transmission when the request is generated and temporarily stores the communication text in a buffer 13 for text connection; when the 1st processor 1 generates a request to send a new communication text before the transmission wait permissible time of the communication text is elapsed its transmission wait permissible time is determined, and the new communication text is connected to the communication text which is already stored in the buffer 13 for text connection. When the transmission wait permissible time of one of the connected communication text is elapsed first, the communication texts which are connected and stored in the buffer 13 for text connection are sent together to a 2nd processor 2.
