PURPOSE: To perform mixing and charging in a small space and form a good image by bringing a charging member into elastic contact in the downstream in the rotating direction of a stirring means, guiding a toner to the stirring means, and charging the toners.
CONSTITUTION: The toner supplied into a developing unit 2 by a feed roller 6 is tempararily held by a mixer 4 and a Mylar sheet 7 then fed to a development roller 3 side. The toner supplied to the developing unit 2 is charged and mixed in sequence, it is developed on a photoreceptor drum 1 by the development roller 3 with sufficient density and electrification, and a good image is formed. The Mylar sheet 7 serving as a charging member is formed into a comb teeth shape, sufficient elasticity is obtained, the toner is smoothly conveyed, the axial elasticity is made uniform, and uniform electrification is attained.
