PURPOSE: To reduce cost remarkably by extermely improving anchoring efficiency and reducing resin usage with the same anchoring strength as before.

CONSTITUTION: A pipe shaped container-pipe body 4 is inserted into a drill hole 5 of baserock 2, and locked by the inner face of the drill hole 5 by a lock part 6 at the periphery of the container-pipe 4, and an anchoring agent 7 which generates adhesive action when mixed is preliminarily contained in the container-pipe body 4. A rock bolt 1 is inserted into the container-pipe body 4, and the rock bolt 1 is revolved to stir the anchoring agent 7 or to mix two-part liquid which has been separated. The anchoring agent 7 is diffused from through holes 3 to fill spaces between the inner face of the drill hole 5 and the periphery of the container-pipe body 4 and the inside of the container- pipe body 4 and the rock bolt is anchored.
