PURPOSE: To automatically prepare for winding of paper and steel plate and fit winding speed to that of the steel plate.

CONSTITUTION: When winding starts, paper is sent out by setting the speed target value NS of a speed control amplifier 14 to a speed NL-ΔN which is a little slower than the winding speed NL of ta steel plate, a comparator 20 detects that the tip of the paper is caught between a winder and the steel plate from the fact that paper speed Nr has increased, and the speed control of the speed control amplifier 14 is so arranged as setting a speed obtained by adding an amount of speed equivalent to set tension value to the speed target value NS, so that paper deluvery speed control by which an effect of the fixed tension is added the steel plate winding speed, may be obtained.
