PURPOSE: To form a thin film of uniform thickness over the whole surface of a cathode-ray tube panel by controlling the speed at which an applied liquid dries.
CONSTITUTION: A panel 1 can be horizontally positioned and held in position with surface up, and a rotating table 2 having a vertical axis of rotation coinciding with the center of the panel, a cover member 3 to be disposed above the table and capable of being split apart or closed along a line crossing the axis of rotation of the rotating table, and a nozzle 4 for supplying a film-forming liquid to be applied and being movable along the dividing line, are provided. While the liquid to be applied is supplied to the surface of the panel, the panel 1 is covered with the cover member 3 with a gap (g) left for moving the supply nozzle, and the liquid to be applied is supplied to the surface of the panel 1 as the panel 1 is rotated. Then the gap is closed and the cover member 3 is kept in a completely closed state for a predetermined time and evaporation of the solvent of the liquid applied to the surface of the panel 1 is restrained and thereby fluidity is maintained so as to form a film thinly and uniformly spreading over the whole surface.
