CONSTITUTION: Closed user communications network management nodes 2-0 to 2-n which manage the closed user communications networks are Provided and the nodes 2-0 to 2-n are provided with closed user communications network management information storage means 4-0 to 4-n, signal transmission/reception means 5-0 to 5-n by which nodes 2-0 to 2-n transmit closed user communications network management information to one another through closed user communications networks, and means 7-0 to 7-n where priority level information of nodes 2-0 to 2-n are stored, and priority levels of closed user communications network management are determined based on priority level information, and the closed user communications network management node having the higher priority level of closed user communications network management transmits priority level information and closed user communications network management information to the other nodes, and closed user communications network management information stored in storage means 4-0 to 4-n in plural nodes 2-0 to 2-n are made coincide with closed user communications network management information of the closed user communications network management node having the priority.
