PURPOSE: To compensate the movement of a picture by detecting the maximum correlation ridge on the correlation face of an input picture, and generating a movement vector. CONSTITUTION: This is a movement correlation video signal processor in which a movement vector indicating the movement of a picture between a pair of input pictures of an input video signal is generated. This device is provided with a means 190 which compares one of a pair of input pictures with a retrieval area having plural blocks in the one side and in the other side of a pair of input pictures, and forms a correlation face having a series of correlation values indicating correlation between the retrieval blocks and the retrieval area, means 210 which detects the maximum correlation value in the correlation face, and means 230 which generates the movement vector corresponding to the position of the maximum correlation value in the correlation face (including a ridge detecting means which detects the correlation value of the correlation face within the total threshold values of the maximum correlation value indicating the maximum correlation value of a ridge).
