PURPOSE: To decrease the effect of quantized noise and to make the adjustment of a color encoder easy, by setting widely a dynamic range of a luminance and a chrom signal independently of a video information signal of a composite signal.
CONSTITUTION: The luminance signal Y is applied to a level adjusting circuit 28 of the color encoder 19 and the black level of the luminance signal and the chrominance signal is adjusted mutually to a prescribed relation with a summing circuit 26 and a level adjusting signal generating circuit 27. The chroma signals I, Q are moldulated at a chroma modulation circuit 25, its chroma modulating signal is applied to an adder 29 and summed with the luminance signal adjusted to a prescribed level at the circuit 28. An output of the adder 29 is applied to an attenuating circuit 30, a digital amount of the output signal is attenuated and an encode signal Eenc is outputted. Further, the dynamic range of the luminance signal Y and the chroma signals I, Q is set widely independently to the video information signal of the composite signal.
