PURPOSE: To improve the execution property by weavingly winding an easily cut glass fiber bundle on the outer peripheral face of an easily cut resin pipe, and forming a base rock consolidating pipe or a lock bolt capable of being cut with a saw or the like.

CONSTITUTION: The base end section of a pipe 1 protruded from a top end section D can be simply cut with a saw or the like, not with a gas burner, after a consolidating agent C is injected, thus no noxious gas is generated. Since the constituting material is lightweight, the handling property is improved. Many exhaust nozzles are provided on the outer periphery section of a pipe main body 6, and the natural ground is impregnated with the consolidating agent C when the pipe 1 is merely inserted into an insertion port and the consolidating agent C is forcibly fed. Since a cap section 7 is provided at the base end section of the main body 6, the connection to a consolidating agent injecting machine is facilitated. The glass fiber bundle has large stress in the tensile direction, and it can be utilized as a lock bolt or a suspension bolt at the time of the tunnel expansion work or the excavation of a large-cross section tunnel. The workability can be improved, and the stable natural ground can be formed.
