PURPOSE: To prevent the generation of buzz, by providing a video signal level varying means to a path of a video signal for eliminating noise without giving distortion to the video signal.

CONSTITUTION: When a normal part of the video signal is outputted from a video amplifier circuit 11 in a special reproducing mode, since a clip level of a clip circuit 13 is high, the video signal is inputted to a video output circuit 12 without being subject to distortion. On the other hand, when a noise of the video signal is outputted from a video amplifier circuit 11, the clip level is low and the noise is clipped effectively. Thus, the noice level is decreased to a white level of the video signal or below in the video signal D outputted from the video output circuit 12. Thus, the noise is eliminated without giving distortion to the video signal in this way, allowing to prevent the generation of buzz.
