PURPOSE: To improve the data transmission efficiency by transmitting quickly data after the data is formed into a block through the indication of a user even if the data stored in a block is small.
CONSTITUTION: When the user desires to transmit messages M1∼Mn while the message are formed into blocks, the user gives an indication to a message transmitter 11. In this case, an N representing the midway of packing is designated to the messages M1∼Mn-1 and an L representing the last of the packing is designated to the message Mn. The message transmitter 11 receiving the designation stores the message up to the messages M1∼Mn-1 in a transmission buffer 13, and the messages M1∼Mn are not formed into blocks and not transmitted until the message Mn is received.
