PURPOSE: To detect a mobile object with high reliability even in outdoor environment by deciding the presence of a brighter (darker) mobile object than a background based on a difference between the picture of one frame selected from an input picture and a maximum value (minimum value) picture generated according to a minimum value (maximum value) picture data string in M-frames consecutive hourly.
CONSTITUTION: A video signal of a picture picked up by a camera 1 is stored in a picture memory section 3 via an A/D converter 2. A selection section 4 selects the input picture of (2M-1) frames from a picture data string in the memory section 3 and sends the picture to a minimum value detection section 5. The detection section 5 detects the minimum value at every picture element as for M frames consecutive hourly in the input picture to generate a minimum value picture data string and it is sent to a maximum value detection section 6. The detection section 6 generates a maximum value picture from the picture data string and sends it to a difference processing section 8. On the other hand, a selection section 7 sends the same frame picture as the center of the frame selected by the selection section 4 from the picture memory 3 to the processing section 8, the difference of both output pictures is binarized by a processing section 9 and the presence of a mobile object brighter than a background is discriminated by a discrimination section 10.
