PURPOSE: To provide a pneumatic tire and its manufacture, with which the forming work can be simplified and reduction of costs can be performed.

CONSTITUTION: In a pneumatic tire, a belt layer 4 is formed by a cylindrical body 5, and this cylindrical body 5 is made of an admixture comprising short cords with a their longitudinal axes oriented in the circumference of the tire and mixed into a base material made of rigid resin or rubber. Manufacture of the pneumatic tire consists of a process in which a raw cylindrical body having above-mentioned structure is provided, a process in which tread rubber is wrapped around the cylindrical body, a process in which a raw tire is formed by attaching the cylindrical body on the outer circumferential face of a tire base body and a process in which a pneumatic tire 1 is provided by vulcanizing and forming the raw tire.
