PURPOSE: To keep the running speed of an optical fiber tape constant all the time and consequently produce a coiling apparatus with high reliability.

CONSTITUTION: A counter wheel 1 as a speed detecting means and a proximity switch 2 are installed in a running route of an optical fiber tape 102 and a control part 3 detects the running speed all the time based on the signals from the proximity switch 2. The control part 3 decreases the speed of a motor 100 by the signals from the control part 3 when the running speed increases following the thickening of the coiled part of the optical fiber tape 102 and reaches a prescribed level or higher in order to return to the original speed level of the running speed.
