PURPOSE: To prevent the deterioration of picture quality in the repeating multiple address of a color picture.
CONSTITUTION: Protocol information received by a reception part 40 is transferred to an instruction station instruction discrimination part 41, and picture information is accumulated in a picture information accumulation part 42. A quantized table is added to received picture information. The instruction station instruction discrimination part 41 discriminates the presence or absence of a repeating multiple address instruction and a color instruction by referring to a CDCL frame. When the repeating multiple address instruction and the color instruction are detected, a repeating multiple address detection signal St and a color detection signal Sc are outputted. When the repeating multiple address detection signal St and the color detection signal Sc are supplied, picture information and the quantized table, which are accumulated in the picture information accumulation part 42, are read by a transmission part 43 and are transmitted to a terminal station.
