PURPOSE: To obtain a refreshing system from plural reference pictures without restricting a movement compensation predicting range in the case of only one reference picture.
CONSTITUTION: When the (F+1)-th picture is devided and an overlap area 106 is added to an assigned refresh area 107 by defining as a refresh area overlapped by the area 106, prediction from an incomplete area in the area 106 can be prevented and periodical refresh can be perfectly completed. At the time of turning on a power supply or switching channels in decoding processing, an output from a picture memory detects an unaccurate picture decoding period up to the completion of refresh and switches a selection circuit. When there is only one reference picture, the limitation of the compensation predicting range can be eliminated and a picture can be prevented from being disturbed at the time of turning on the power supply.
