PURPOSE: To improve the service performance by controlling the operation of an elevator temporally, and shortening the waiting time, and preventing the drop of transportation efficiency on a congested floor.

CONSTITUTION: This has an operation plan evaluation program P04, which sets the operation plan of each elevator and seeks the zone to take preference of, suppress, and inhibit the hall call allotment, based on this, and a composite evaluation program P05, which evaluates the wait time of at least the subject at occurrence of the hall call and seeks the allotment evaluation value of each elevator by this and operation plan evaluation, and this selects a hall-allotment elevator by the composite evaluation value. At that time, this performs the call allotment having considered the car call being foreseen to occur on a boarding-congested floor such as suppressing the call allotment of a hall farther than the boarding-congested floor, to an elevator later arriving at the boarding- congested floor.
