PURPOSE: To improve the signal-to-noise ratio, while extending the difference between signal components and noise components, by adding a video signal at each horizontal scanning line.

CONSTITUTION: An output of a solid-state image pickup element PP is processed at a separation circuit SEP, process circuits PR1∼PR3, a matrix circuit MTX, subtractors SUB1 and SUB2, a modulator MOD2 and a mixer MIX1, a luminance signal SY2 is inputted to a noise reduction circuit NR1, a chrominance signal SC is inputted to a noise reduction circuit NR2, and the signal reduced for noise is mixed at a mixer MIX2 and outputted as a composite video signal SV. The noise reduction circuits NR1 and NR2 consist of coefficient devices FM1, FM2 which multiply a prescribed coefficient to the input, delay circuits DL2, DL3 delaying an output signal for one scanning line's share, coefficeint devices FM2, FM4 multiplying a coefficient having relations of plurlaity to the coefficient of the FM1, FM2 with a delayed signal, and adders ADD1, ADD2 adding the outputs of the coefficient devices FM2, FM4 and FM3, FM4.
