PROBLEM TO BE SOLVED: To provide the device for mass-producing the charcoal and activated carbon of low quality to high quality at a low running cost with high heat efficiency. SOLUTION: This device A for producing charcoal and activated carbon is provided with a drying section 15a, a carbonization section 15b and a cooling section 15c and has a charcoal kiln 15 for carbonizing the wood 11 supplied from an inlet and an external combustion activated carbon kiln 19 for steam- activating the charcoal produced by the kiln 15 or other charcoal kilns to produce activated carbon. In this case, a combustion furnace 20 for supplying a high-temp. gas to one side of the activated carbon kiln 19, a first flue 21 for cooling the waste gas discharged from the other side of the kiln 19 and supplying it to the charcoal kiln 15 and a first boiler 22 for generating steam which is supplied to the activated carbon kiln 19 along with the high-temp. gas are furnished.
