CONSTITUTION: Plural protruded bodies 3 each of which has a desired size and a desired shape are formed to the surface of a liquid receiving body 1 to form a liquid scattering surface 2 and said liquid receiving body 1 is rotated at a high speed by a electromotor 1 while a liquid such as water or a drug is supplied to the central part 7 of the liquid receiving body 1 through a transport pipe 10. By this method, the liquid 4 is brought to a finely atomized state to be scattered to the periphery of the liquid scattering surface 2.
